Federal death row inmate found to be intellectually disabled

On June 18, 2019, Senior United States District Court Judge William T. Lawrence of the Southern District of Indiana ruled that Bruce Webster "has satisfied his burden of proving his intellectual disability by a preponderance of the evidence and is thus ineligible for the death penalty." Webster v.
